GSLV's third unsuccessful mission

Sriharikota:  The Indian Space Research Organisation (ISRO) witnessed a spectacular failure when India's Geosynchronous Satellite Launch Vehicle ( GSLV) blew up shortly after lift-off. This is perhaps the biggest failure for ISRO so far.

Minutes after lift-off from the Satish Dhawan Space Centre in Sriharikota at 4 pm on Saturday, the GSLV-F06 exploded mid-air.

"When destruct command was given, the vehicle was at a distance of 2.5 km from Sriharikota coastline. The debris has fallen into the sea," ISRO Chairman K Radhakrishnan said during a press briefing.

"When we looked at the initial data, the control command signal from onboard computer failed to reach the launch vehicle during first stage. What caused this interruption after 47 seconds after take-off has to be studied in detail," he added.

adhakrishna finished off by saying, "We hope to get an assessment of what triggered this."

The satellite, GSAT-5P, was expected to fulfill telecommunication and weather needs and was built at a cost of Rs. 150 crore. It was eventually expected to replace INSAT-2E that was sent up in 1999.

This is GSLV's third unsuccessful mission.

An earlier attempt, powered by a Russian cryogenic engine, failed in July 2006 while a more recent attempt in April this year with India's first indigenous cryogenic engine deviated after take-off.

Chandrayaan II was set to be launched with GSLV in 2013, but after today's failure that launch will be reviewed.

Wasim Akram attacks Hayden for his comments about India

Matthew Hayden's comment about India  being a "third world" country came in for a scathing attack from former Pakistan captain Wasim Akram  who said the Australians have a habit of bad-mouthing their opponents whenever they lose.
Akram said the Aussies were "sore losers" and that Hayden should have known that India was now hundred years ahead of Australia  "which is no more than a village."
"The thing about the Aussies is that they are sore losers. They get personal when they get beaten. It is all a matter of sour grapes and after going home, they've started calling India a third-world country", Akram told ESPN Mobile from Karachi.
"India is a superpower now; it is a hundred years ahead of Australia, which is no more than a village, as compared to India. You don't blame sightscreens for poor over rates. Even Allan Border  was critical of Australian tactics on the pitch," Akram said.
This completely proves that bad people dont define any country or religion, bad people are bad. People from Pakistan love India and we also love them.

Congress played religious politics after Mumbai attacks: WikiLeaks

WASHINGTON: Post 26/11, a section of the Congress leadership was seen playing religious politics after one of its leaders, A R Antulay, implied that Hindutva forces may have been involved in the Mumbai terror attacks, according to a confidential memo by the then US ambassador to India, David Mulford, released by WikiLeaks. 

"The Congress Party, after first distancing itself from the comments (of Antulay, the then minority affairs minister), two days later issued a contradictory statement which implicitly endorsed the conspiracy. During this time, Antulay's completely unsubstantiated claims gained support in ... Indian-Muslim community," Mulford wrote in his secret cable to the state department on December 23, 2008. 

"Hoping to foster that support for upcoming national elections, the Congress Party cynically pulled back from its original dismissal and lent credence to the conspiracy," Mulford wrote. 

Regardless of home minister P Chidambaram's dismissal of Antulay's comments, the Indian-Muslim community "will continue to believe they are unfairly targeted by law enforcement and that those who investigate the truth are silenced," he said in the cable. 

"The entire episode demonstrates that the Congress Party will readily stoop to the old caste/religious-based politics if it feels it is in its interest," Mulford alleged, according to the cable posted by WikiLeaks on its website on Friday. 

The United States has neither confirmed or denied the authenticity of these cables, but said that some 250,000 papers have been stolen from its system and demanded that WikiLeaks - the whistle blower website - return them back to the state department. 

According to WikiLeaks, there are some 1,300 cables from the US embassy in New Delhi. However, only half a dozen of them have been posted by it on its website. 

Mulford said while the killing of three high-level law enforcement officers during the Mumbai attacks, including ATS chief Hemant Karkare, "is a remarkable coincidence, the Congress Party's initial reaction to Antulay's outrageous comments was correct." 

"But as support seemed to swell among Muslims for Antulay's unsubstantiated claims, crass political opportunism swayed the thinking of some Congress Party leaders," he wrote. 

"What's more, the (Congress) party made the cynical political calculation to lend credence to the conspiracy even after its recent emboldening state elections victories. The party chose to pander to Muslims' fears, providing impetus for those in the Muslim community who will continue to play up the conspiracy theory," Mulford wrote in his cable. 

While "cooler heads" eventually prevailed within the Congress leadership, the idea that the party would entertain "such outlandish claims proved once again that many party leaders are still wedded to the old identity politics," he said. 

The 79-year-old Antulay "was probably bewildered to find that his remarks, similar in vein to what he would have routinely made in the past to attack the BJP, created such a furor this time," Mulford said. 

The cable noted that Antulay "sparked a political controversy on December 17 with comments insinuating that the killing of Maharashtra Anti-Terror Squad (ATS) chief Hemant Karkare by the Mumbai terrorists was somehow linked to Karkare's investigation of (Malegaon) bombings in which radical Hindus are suspected."

Cabinet Approves setting up of 20 new IIITs....Good or Bad ???

Cabinet Approves Setting up of 20 new Indian Institutes of Information Technology (IIITs) with Public Private Partnership (PPP)


The Union Cabinet today approved the setting up of 20 new Indian Institutes of Information Technology (IIITs) with a Public Private Partnership (PPP) model with an outlay of ` 2808.71 crore (` 2558.71 crore for non recurring, ` 200 crore for recurring expenditure and ` 50.00 crore for faculty development expenditure). The proposal includes: 

• The capital cost of each IIIT will be ` 128.00 crore to be contributed in the ratio of 50: 35: 15 by the Central Govt, the State Govt, and the industry respectively (57.5 : 35: 7.5 in case of North-Eastern region). In addition, ` 50.00 crore will be provided by the Central Government for faculty development programme for the faculty of new IIITs as well as existing IIlTs and IISERs. During the first four years of setting up each IIIT, the Central Government will provide partial support towards the recurring expenditure upto ` 10 crore to each IIIT depending upon actual requirement of IIIT. 

• The project shall start from the financial year 2011-12 with setting up 5-10 IIITs depending upon the response of the State Governments and private partners. 

• Each IIIT shall meet its operating expenditure on its own within 5 years of commencement out of students fees, research and other internal accruals. 

• The concerned State Government will provide 50-100 acres of land, free of cost. 

• The Governing Board of IIIT will be empowered in the matters relating to student intake, fee structure, faculty/non faculty salaries, creation of faculty and non faculty positions, recruitment norms etc

• In principle approval for introducing the Indian Institutes of Information Technology Act, 2010 for setting up new IIITs and declaring them as Institutes of National Importance. Since this process is time consuming, the IIITs may, initially, be registered as Societies under the Societies Registration Act 1860. 


• To put in place a tripartite MoU document spelling out the role and responsibilities of private partners vis-a-vis that of the Government. • To work out the modalities and detailed plan for the faculty development for new IIITs as well as existing IIITs and IISERs in consultation with the Ministry of Finance. 

The Indian Institutes of Information Technology (IITs) will be world-class Institutes and will be set up as autonomous institutes based on Public Private Partnership (PPP) model. Each Institute is meant to specialize in application of IT skills in one or more domain areas. One of the important criteria for setting up IIIT in a State will be availability of 50-100 acres of contiguous land or a minimum of 50 acres of land, with additional land available at another site in the State, which shall be made available, free of cost, for the establishment of the Institute. Initial capital for establishment of the Institute shall be contributed by the Central, State Governments concerned and industry. 

The new IIITs will produce world-class high quality technical personnel, which will generate manpower for emerging industries, science departments and laboratories. This will, in turn contribute to the development of industries and finally boost the economic growth of the country. IIITs will develop professional expertise and skilled manpower in IT and its applications to certain domain areas.

MUMBAI: The BCCI on Sunday allowed the squabbling Kochi franchisee to participate in the fourth edition of the Indian Premier League, ending the suspense over the fate of team. 

The IPL Governing council, which had given a third deadline to Kochi last week after the consortium's investors reached a last-minute agreement over their shareholding pattern, on Sunday approved their ownership structure and took it in its fold. 

"At their meeting today, the IPL Governing Council confirmed that the Kochi Franchisee had satisfactorily responded to the notice issued to them by the BCCI, and decided that the Franchisee Kochi Cricket Pvt. Ltd., would play in the IPL from 2011 onwards," BCCI secretary and president-elect N Srinivasan said in a release. 

The Governing Council's decision comes on the backdrop of the legal developments involving the BCCI and expelled IPL franchisees - Kings XI Punjab and Rajasthan Royals, the IPL Governing Council. 

Barely seven months after becoming the second most costliest team in the Indian Premier League, Kochi was on the verge of being thrown out of the event. 

But the owners of the beleaguered franchise made a last ditch attempt to save the outfit by reaching a compromise. 

Before the compromise, the investors of the franchise, which was bought for a staggering sum of Rs 1533.33 crore, had written to the BCCI informing them of their intention to withdraw from the IPL. 

That letter was sent after the BCCI, which had on October 10 expelled Kings XI Punjab and Rajasthan Royals for allegedly violating contractual agreements, gave a termination notice of 30 days to the franchise to sort out internal disputes regarding the shareholding pattern. 

The investors in the consortium -- Anchor Earth, Parinee Developers, Rosy Blue and Film Wave -- hold 74 per cent of the equity. 

The remaining 26 per cent lies with the Gaikwad family -- Shailendra, his brother Ravi and their parents all part of Rendezvous Sports World -- as free equity for services rendered while bidding. 

It is this 26 per cent which became a bone of contention among the stakeholders as the investors were in no mood to give free equity to the Gaikwad family. 

The Gaikwads, on their part, initially refused to part with the equity but have now agreed to forego at least some of it to put an end to the squabbling which threatens the very existence of the team. 

The BCCI has made it clear that eight teams will take part in the fourth edition of the league scheduled from April 8, just six days after the World Cup.
